Circus Act for Hire in Manila — Malls, Integrated Resorts and the Permit Tracks

Manila concentrates its entertainment demand in shopping malls and integrated resorts, and its festive season is one of the longest anywhere — it effectively begins in September. The paperwork runs on two tracks, labour and immigration, each with a specific channel for short engagements by artists and performers.

Who buys: malls and integrated resorts

Two venue families carry most of the market. The large mall groups programme atria and open plazas year-round, with intensity building from September into December, and buy short repeatable acts for family audiences. The integrated resorts and casino complexes buy premium entertainment for guests, plus corporate and event programming. Convention and arena venues sit behind both for larger formats.

The audience is young, family-heavy and highly responsive to spectacle. This is a strong market for ground-level apparatus work and for anything that reads clearly from a distance.

Two tracks: labour and immigration

Philippine work authorisation for a foreign performer runs across two agencies, and the pair are not always well coordinated — a point worth planning around rather than discovering.

  • The labour track. A foreign national engaging in gainful employment requires a permit from the Department of Labor and Employment. For longer, employment-style engagements this involves a labour market test and a longer lead time.
  • The short-engagement channel. Artists, performers and their staff performing before an audience for a fee fall into a defined category, with a dedicated short-term permit issued through the immigration system for engagements of limited duration — three months, extendable once — sponsored by the local organiser or promoter.
  • Exemptions still need paperwork. Where performers are treated as outside the standard labour permit requirement for a specific event of limited duration, a formal certificate of exemption from the labour department is now required rather than being assumed. This is a change that catches producers out.
  • The sponsor must be a Philippine entity — typically the organiser or promoter. Tax on non-resident performer income is withheld locally and may be modified by treaty.

Practical reading: the two tracks should be filed in parallel from day one, and a local immigration adviser usually pays for itself on the first filing. Requirements remain subject to the competent agencies.

Which act suits which venue

The workhorse format. Ground level, free to watch, several shows a day, audience from 500. The Globe of Death and acrobatic sets are built for exactly this and read strongly from every level.
Convention and exhibition hall Where the wheel becomes possible. A genuine 15 m clear height, a 15 by 12 m performance area and a floor rated to about 5 t per square metre. This is the venue type that unlocks the headline apparatus.
Integrated resort or arena Premium and large-format. Headline programming for guests and ticketed audiences, with the service access heavy apparatus needs.
Waterfront 滨水Flyboard, subject to site. Open water, berthing and shore power, arranged around local permits and the typhoon season.

Season: an exceptionally long Christmas

  • September to December — the festive build. Philippine Christmas programming starts earlier than almost anywhere else, and mall activity ramps from September through to the end of the year. This is the year highest-value window and the one to plan furthest ahead.
  • June to November — typhoon season. Open-air rigged work and water-based acts need a workable weather contingency, and some dates are simply not insurable. Indoor and covered formats carry the period without drama.
  • Holy Week and the summer break. Two further family programming peaks, with retail and resort activity moving together.
  • Note the sequencing. The twin-track permitting takes time and both tracks have queues, so a festive-season booking has to begin months earlier than the same booking in a single-track market.

What we need from your side

  • A Philippine sponsor — the organiser, promoter or venue that will file as petitioner. Neither track can start without one.
  • The real engagement length and whether the programme is a single event or a run, since that decides which permutation of the two tracks applies.
  • The venue type and its clear height, or a section drawing.
  • Whether any element is open-air or water-based, so the weather contingency and the insurance position can be set early.

Send those and we will come back with a format recommendation and a technical plan, free of charge and before any contract discussion.

Frequently asked questions

Do you have a resident show in Manila?

No. We do not hold a resident production in the country. Engagements are project-based: a guest act inside a mall or resort programme, a convention or arena booking, or a run operated jointly with a local partner.

Why is it described as two tracks?

Because labour authorisation and immigration permission sit with different agencies and are not always well coordinated. For artists and performers there is a dedicated short-term permit for engagements of limited duration alongside the standard employment permit route, and even exemption cases now require a formal certificate rather than an assumption.

Which act suits a mall?

The Globe of Death and the acrobatic sets: ground level, repeatable, no dialogue, and a strong read from every floor. The Wheel of Death needs 15 m clear height and belongs in a convention hall or arena.

When is the peak season?

The festive period, which effectively starts in September and runs to the end of the year — one of the longest Christmas programming seasons anywhere. Open-air work, by contrast, has to contend with the typhoon months.

How early should we start?

Three months minimum, and considerably more for a festive-season date. Both permit tracks have queues and the year-end window is the most contested.
